A brief summary from Engadget's website states that they would also have user focus groups whereby they starve the user of the phone for 2 weeks and see what features that they miss the most (Supposedly to put that feature in the new phone).
Even things like colour matter as they cannot be the colour of any carrier in the States or it might discourage other carriers to carry the phone. With all this fuss, HTC can spend more than $50,000 per phone phototype.
